The Railway Ministry has announced new regulations to improve crowd management at stations. Union Railway Minister Ashwini Vaishnaw informed Parliament on Wednesday about measures including wide foot-over bridges, enhanced CCTV surveillance, and war room arrangements.

To control crowds during festivals and fairs, a limited entry control system has also been implemented, with designated holding areas outside stations where passengers must wait until their train arrives.

Waiting Areas to Be Set Up at 60 Stations

During the 2024 festive season, temporary holding areas were created at Surat, Udhna, Patna, and New Delhi, as well as at nine stations in Prayagraj during the Mahakumbh. Based on this experience, permanent waiting areas will now be established at 60 stations across India.

To enhance order and security, only passengers with confirmed reserved tickets will be allowed onto platforms. Waiting list and ticketless passengers must wait in the designated areas outside. Unauthorised station entrances will be sealed.

Increased CCTV Surveillance and War Rooms

The minister also announced the construction of new 12-metre and 6-metre-wide foot-over bridges (FOBs) to manage passenger flow more efficiently. CCTV cameras will be installed at all major stations, and war rooms will be set up to enable coordinated management during peak congestion. Key stations will also be equipped with walkie-talkies, announcement systems, and digital communication tools.

New Uniforms and Identity Cards for Railway Staff

Railway employees will be issued new uniforms and identity cards to ensure only authorised personnel access restricted areas. Additionally, Station Directors will be appointed at major stations with financial authority to make quick decisions.

Control Over Ticket Sales and Platform Access

Station Directors will now regulate ticket sales based on station capacity. The Government Railway Police (GRP), local police, and civil administration will work together to maintain security. Learning from the recent New Delhi Railway Station stampede, Railway Zonal Officers have been empowered to control platform ticket sales, with exceptions made for elderly, illiterate, and female passengers in need of assistance.
