Unfair Delimitation Will Marginalise Southern States: Revanth Reddy


Telangana CM Revanth Reddy on Friday alleged that the BJP government at the Centre wanted to reward those who were not following its guidelines on population control to suit the BJP’s political interests.

“We are following the Centre’s guidelines [on family planning and population control]. So, we cannot be punished for good behaviour. The Centre is rewarding those who are not following the guidelines for its vested political interests. If South doesn’t get its fair share, we shall oppose,” Revanth Reddy said.

What Is Delimitation?

The delimitation policy is implemented under Article 82 of the Constitution of India via the Delimitation Act every time the census is conducted. Delimitation aims to demarcate territorial constituencies as per the changing population. As per the Constitution, delimitation should be based on the population of states to maintain a “fair” population-to-seat ratio in Lok Sabha.

Why South Considers Delimitation On Population Unfair

The southern states have developed by leaps and bounds in terms of economy, education and healthcare. They have managed to control population growth as per the Centre’s guidelines. Their GDP is also higher than many states in the north.

As per a 2019 study, if delimitation occurs after the next census, Bihar and UP would gain 21 seats, while Tamil Nadu and Kerala would lose 16 seats in Lok Sabha due to their population control measures.

What Revanth Reddy Said

Speaking at ABP Rising South Summit 2024 on Friday, Telangana CM Revanth Reddy said if seats are not given to South fairly, people can easily form the government without votes from the South. “Then we don’t get representation. We shall be reduced to a marginalised community if we are not required to win the elections. We are not ready for that,” he said.

He demanded seats in the South be increased on a par with those in the North in terms of percentage. “All parties, including the Bharatiya Janata Party, must take policy decisions to demand the same,” Reddy said.
